Vincent L. Sagnibene

Office of Management and Finance
Sagnibene earned a Bachelor of Science in Petroleum Engineering from the University of Louisiana in Lafayette. He obtained five years of experience in the oil industry as a production engineer before coming to DEQ. Sagnibene has been with the agency for more than 22 years. Sagnibene most recently worked on special projects in the Office of the Secretary before he was appointed Administrator for the Office of Environmental Services in 2007.
Organization and Functions:
The Office of Management and Finance is comprised of five divisions:
- Accounts Payable & Travel Imprest
- Accounts Receivable & Invoicing
- Budget, Expenditure and Grant Reporting
- Motor Fuels Underground Storage Tank Trust Fund
- Municipal Facilities Revolving Loan Fund
- Waste Tire Managment Fund
Schexnayder earned a Bachelor of Arts in Sociology from the University of Louisiana in Lafayette. She has more than 26 years of state service working as a Human Resources professional. Schexnayder began her career with the Department of Health and Hospitals and came to DEQ in 1989. At that time the department had less than 400 employees. During her tenure she was charged with the development of a comprehensive recruitment program which has lead to the current growth of more than 1,000 employees. She previously served as Assistant Director of Human Resources. In this position she developed and managed the major Human Resource programs of Examining, Classification and Pay, Employee Administration, Benefits and Performance Planning and Review. She was appointed Human Resources Director in November 2005.

The department's budget, personnel, contracts, and general operational duties are the responsibility of the Office of Management and Finance, managed by the Undersecretary, who is also appointed by the Governor.
