Compounds That Are Not VOCs

The following list has been developed because of the confusion about which compounds should be reported as VOCs to the DEQ Emissions Inventory Unit. This list clarifies which air toxic compounds (found in LAC 33:III.5112) are not VOCs and should not be included in the total VOC amount as reported on the Certification Statement, or reported as SAROAD code 43104 in the electronic inventory format.

Other compounds which are defined as non-VOCs are listed in both the federal and state air regulations at 40 CFR 51.100 and LAC 33:III.2117, respectively. EPA ruled that these compounds are not VOCs, because they do not participate in ground level ozone formation; and the EPA list was incorporated into the Louisiana Administrative Code. Those who are preparing their Criteria Pollutant Emissions Inventory (EIS Annual Report) should look at BOTH lists (i.e., the list below and the LAC 33:III.2117 list) to report VOCs and non-VOCs accurately.

All other compounds listed in LAC 33:III.5112 are considered to be VOCs for the purposes of EIS reporting. The amount of Total VOCs as reported in the electronic inventory should be in close agreement with the amount of Total VOCs as reported on the Certification Statement. Moreover, the amount of Toxic VOCs as reported on the Certification Statement should closely match the amount of Toxic VOCs reported to the Toxic Emissions Data Inventory (TEDI). The list below was developed by the Emissions Inventory Unit to aid facilities in preparing their EIS Annual Report. The list is sorted first by chemical name, and then by CAS number
