The Technical Review Team was formed in 2004 to follow up on the activities of the HRVOC Workgroup. The team was originally composed of volunteer members from Industry, Environmental Groups, and LDEQ. The charter was to review in detail each 1-hour ozone exceedance in order to determine a possible or likely cause and to make recommendations for future actions. The DEQ team members had approximately 10 days to pull together all of the information relative to the exceedance and then to present the package to the full team for discussion and to formulate findings and conclusions. The following attachment shows the task-timeline procedures for each meeting.
With the replacement of the 1-hour ozone standard with the 8-hour ozone standard in 2005 and the beginning of the fenceline monitoring project, it was decided to reorganize the team with members from the facilities affected by the fenceline project and LDEQ. Also, rather than meeting each time that there was an 8-hour exceedance, the team will meet several times per year to review ozone events and to discuss results from the fenceline monitoring project. Starting with the March 16, 2005 meeting, the items are listed by meeting date rather than the episode date.
