All RCRA Large Quantity Generators (>1000 Kg / Mo) and permitted Treater, Storer, or Disposer (TSD) facilities must complete the 2013 Annual Hazardous Waste Report according to LAC 33:V.  Small Quantity Generators and Conditionally Exempt Small Quantity Generators are not required to file the Annual Hazardous Waste Report in accordance with LAC 33:V Chapters 1, 11, 15, 17-21, 23-29, and 31-33, 35, 37.

The "2013 ANNUAL HAZARDOUS WASTE REPORT INSTRUCTIONS AND FORMS BOOKLET  provides important information to aid in the completion of the report.  If you choose to report via hard-copy, the "2013 ANNUAL HAZARDOUS WASTE INSTRUCTIONS AND FORMS BOOKLET"  contains the forms that are needed to complete your report.  NOTE:  The Generation and Management (GM) Form provided in the 2013 Hazardous Waste Instructions and Forms Booklet does not contain the decimal point in Section 3 Box D.  If you are using this form to file your report, please add the decimal point to your entry into that box.

The Louisiana Department of Environmental Quality (LDEQ) encourages the use of the electronic reporting software to complete your report.  Electronic reporters may use the "BRSTATE SOFTWARE" to submit the 2013 Annual Hazardous Waste Report.  The "BRSTATE SOFTWARE" was developed by the State of Florida and is offered as public domain freeware.  The electronic reporting software should be installed on a PC running WIN95/98/Me/2000/NT/XP/Windows 7/Windows Vista in order to electronically report hazardous waste management for 2013.  After installation, please consult the online instructions for help and details on how to use the program. The updated version of the software must be downloaded for completion of the 2013 Annual Hazardous Waste Report.

There have been several issues reported with the BRState software provided by the State of Florida for use by Louisiana reporters to file their 2013 Annual Hazardous Waste Report.  It is  unknown when the BRState Software will be updated.  However, below is a list of reported errors and the workarounds that may be used to address them.  Please use these workarounds to complete and submit your report by the March 1, 2014 reporting deadline.

1.  Issue:  On page 1 of the RCRA Subtitle Site Identification Form, the contact phone number does not print out correctly. Workaround:  Please provide the correct phone number in the comments section on page 4.

2.  Issue:  On page 1 of the RCRA Subtitle Site Identification Form,  the program is not excepting NAICS codes ending in zero (0).  Workaround:  Please provide the correct NAICS code in the comments section.

3.  Issue:  On the Generation and Management (GM) Form, the program adds the comment "Bad Waste Minimization Code" to the comments section.  Workaround:  If the waste minimization codes used on the GM form are from the waste minimization code list in the 2013 Hazardous Waste Instructions and Forms Booklet the comment may be disregarded.

"CLICK HERE"  to download and install the "BRSTATE SOFTWARE" following online instructions provided to guide you through the download.  Included separately from the "BRSTATE SOFTWARE" is the "END-USER LICENSE AGREEMENT" (EULA) document that should be read prior to installation and use of the software.

Workshops provide an excellent opportunity for representatives from LDEQ to address any questions or concerns that you may have regarding completion of the Annual Hazardous Waste Reports.  Topics discussed at the workshop will include changes to the 2013 report, reporting forms, and use of the electronic reporting software.  The "Workshop Schedule"  lists the dates and times that the workshops will be held.  The 2013 Annual Hazardous Waste Report must be submitted to LDEQ by  March 1, 2014 in order to meet the regulatory reporting deadline.  The Workshop Powerpoint presentation may be of assistance in filling out your report.  Please note that the link to the Biennial Reportable & Non-Reportable Waste reference document is as followshttp://www.epa.gov/epawaste/inforesources/data/br13/reportable12-23-13.pdf.

Please remember that the report encompasses all of your hazardous waste activity for 2013.  Do not exclude any 2013 hazardous waste activities by submitting your report early.  Your report should not be submitted until after January 1, 2014.  The 2013 reporting year is a federal reporting year.  Reports should be submitted to Louisiana Department of Environmental Quality (LDEQ) where the information will be collected and compiled and sent to the Environmental Protectection Agency (EPA).
