Any wood furniture manufacturer that uses more than 250 gallons per month or 3,000 gallons per rolling 12 month period of coating, gluing, cleaning and washoff materials, including materials used for source categories other than wood furniture.
Applicable SIC codes include 2434, 2511, 2512, 2517, 2519, 2521, 2531, 2541, and 2599.
Regulations in a Nutshell:
40 CFR 63 Subpart JJ established emission limits for finishing materials, adhesives, and strippable spray booth coatings. The rule specifies work practices that minimize evaporative emissions from storage, transfer, and application of coatings and solvents. The rule also lists criteria that must be met to be classified as an area source and possibly exempt from the requirements. Records must be kept to demonstrate compliance. Must comply with VOC limits in LAC 33:III.2123.
Current Regulations that Could Apply to Wood Furniture Manufacturers:
Any single Volatile Organic Compound (VOC) emission in excess of 10 tons per year or any combination of VOCs emissions in excess of 25 tons per year must be permitted. May also need Storm Water Multi-Sector Permit (Sector A), HW-1, TRI Form R and Tier II.

Reporting and Recordkeeping:
Initial Notification and a Compliance Status Report will be required. Semiannual reporting will be required for finishing materials, thinners, adhesives, and strippable spray booth coatings to certify that compliant materials are being used. All records must be maintained for five years to demonstrate compliance.
- Affected sources that emit less than 50 tons per year of Hazardous Air Pollutants (HAP) would need to comply no later than 3 years after effective date of standard.
- Affected sources that emit more than 50 tons per year of HAP would need to comply by November 21, 1997.
