Sanford Phillips
Assistant Secretary

Phillips earned his Bachelor of Science in Chemical Engineering from Ohio State University. He has over 20 years of operational experience, primarily in the pulp and paper industry. Phillips began his career with DEQ in 2004 and has held various positions in Air Enforcement and Air Permits. He most recently held the position of Environmental Scientist Senior prior to becoming Administrator of the Waste Permits Division. He was recently appointed as the Assistant Secretary for Environmental Services.

The Office of Environmental Services is divided into four divisions:
Tegan Treadaway
Administrator
Air Permits
Treadaway received a Bachelor of Science in Biochemistry and a Bachelor of Science in Chemical Engineering from Louisiana State University. She has worked in the Air Permits Division at DEQ for more than 10 years.
Function: To ensure the protection of air quality by issuing permits and standards protective of human health and the environment.

Melvin Mitchell
Administrator
Water Permits
Function: To ensure the protection of water quality by issuing permits and standards protective of human health and the environment.
Mitchell earned a Bachelor of Science in Chemistry from Southern University and A&M College. Additionally, he studied Chemistry at Boston University, the University of Maryland and Kansas State University. While working for the United States government he gained national and international experience with the Department of Defense, State Department, European Command and the Army. Mitchell has represented the United States at the North Atlantic Treaty Organization, the Organization for Security and Confidence-Europe and the U.S. On-Site Inspection Agency. He has also worked with the International Atomic Energy Agency. Mitchell has served in a myriad of investigative and analytical positions in chemical, biological and radiological organizations worldwide. He joined the DEQ in 1999 and currently serves as Administrator for Water Permits.

Scott Guilliams
Function: To ensure protection of the soil and groundwater resources by issuing permits and standards that are protective of human health and the environment.
Guilliams has been with DEQ for 21 years and has served in many different positions. He
worked in hazardous waste surveillance and permitting, as well as UST registrations, solid waste permitting and industrial water permitting. He has a Bachelor of Science in Zoology from LSU and recently served as the manager of the Industrial Water Permits section.

Lourdes Iturralde
Administrator
Public Participation and Permit Support Division
Iturralde received a Bachelor of Science Degree in Microbiology from Louisiana State University and received a Master of Science Degree in Microbiology from Texas A&M University. She has been employed with DEQ since 1990. She has more than 20 years in the Enforcement Division of DEQ in various positions, including supervisor, manager, and administrator. Iturralde was promoted to Enforcement Administrator in March 2008 and in September 2010 was moved to administrator in the Public Participation and Permit Support Services Division.
Function: To facilitate public participation and provide administrative, database, certifications, accreditations and notifications support to the media-based permits division.

MISSION
The mission of the environmental services program is to ensure that the citizens have a clean and healthy environment to live and work in for present and future generations. This will be accomplished by regulating pollution sources, providing permitting activities consistent with laws and regulations, providing interface between the department and businesses and customers, providing permit support services and improved public participation The permitting activity will provide single entry/contact point for permitting, including a multi-media team approach; improved permit tracking; and the ability to focus on applications with highest potential for environmental impact.
