The Sewage Sludge and Biosolids Use or Disposal Regulations

LAC 33 IX Subpart 3 Chapter 73 - Standards for the Use or Disposal of Sewage Sludge and Biosolids   

PLEASE NOTE: The Sewage Sludge and Biosolids Use or Disposal regulations, application for permit and reporting forms apply to sewage sludge pumped or removed (wasted) from a sanitary wastewater treatment facility, domestic septage, portable toilet waste (all collectively referred to in the regulations as “Sewage Sludge”) and grease that was pumped or removed from a food service facility and mixed with sewage sludge.

 Sewage Sludge & Biosolids Use or Disposal Permit Applications Due

All Major Sanitary Wastewater Treatment Facilities (POTW and Privately-owned) should have received a letter from the Water Permits Division informing the owners/operators that, as per LAC 33:IX.7301.D.1.b.iv, a completed Sewage Sludge & Biosolids Use or Disposal Permit Application must be submitted to LDEQ by June 1, 2009. 

If your facility is classified as a Major Sanitary Wastewater Treatment Facility and has not received the letter, you still need to submit a completed Sewage Sludge & Biosolids Use or Disposal Permit Application to LDEQ.

Registration of Vehicles that are Utilized to Pump/Haul Sewage Sludge

During the 2008 Regular Session of the Louisiana Legislature, SB 326 was passed by the Legislature, signed by the Governor, and was enacted into State Law as Act 56.  Act 56 becomes effective on July 1, 2009 and provides LDEQ with the authority to license sewage sludge haulers.

Therefore, for the 2009 licensing/registration of the sewage sludge haulers, the pumpers/haulers of sewage sludge will need to completely fill out and submit a “Sewage Sludge Hauler” Notification Form to LDEQ.

NOTE:  You must submit an “original” and two (2) “copies” of the Permit Application Form.  Additionally, if you have any material that is in color in the original, you must also furnish the same “colored” material for the two (2) copies.

  • Sewage Sludge and Biosolids Reporting Form for Exceptional Quality Biosolids,  and 
  • Sewage Sludge & Biosolids Reporting Form for Class B Biosolids,  and
  • Sewage Sludge & Biosolids Use or Disposal Reporting Form for Receivers of Sewage Sludge from Outside Sources,  and
