Waste Tire Regulations

Waste Tire Pilot Program:

Earlier this year, LDEQ initiated a waste tire pilot program designed to provide municipalities and parishes with additional resources to address unauthorized waste tire disposal.  This program, funded by delinquent waste tire fees collected pursuant to La. R.S. 30:2418(O)(5), will reimburse six parishes/municipalities up to $20,000 per recipient which met LDEQ criteria for project funding such as established limited or absence of funding, operational ability for waste tire management, and public benefit. 

Projects include:  management and disposal of large agricultural tires, operating free to the public waste tire drop off centers, construction of new and improvements to existing waste tire collection centers, installation of effective surveillance equipment including license plate recognition cameras, real-time monitoring camera systems, slow motion-activated floodlights, and installation of effective metallic reflective signage and rock bollards at known areas of illegal disposal.

Since its establishment in 1989, the LDEQ Waste Tire Management Program has played a critical role in ensuring the effective management and beneficial reuse of waste tires generated in Louisiana. This pilot program is consistent with LDEQ’s commitment to supporting municipalities and parishes with resources needed to address local environmental challenges.

NOTE: Waste Tire Processors and Collection Facilities operated by governmental agencies are not required to submit a permit application in accordance with LAC 33:VII.10517.C (processor) or LAC 33:VII.10518.B(collection facility). Notification for these facilities is included on the Waste Tire Generator Notification below.

End-Market Uses and Applications

An approved end-market use for recycling waste tire material must be obtained by standard permitted Waste Tire Processors with a valid Waste Tire Processor Aggrementin order to recieve payement from the Waste Tire Management Fund. Processors are paid a minimum of seven and a half cents per pound of waste tires and/waste tire material that is recycled in accordance with an approved end-market use. End-Market Use applications are applied for and issued to individual Waste Tire Processors.

NOTE: Each individual beneficial use must be approved by the Department on a case by case basis.
