Solid Waste - Illegal Dumping Task Force
Task Force on Illegal Dumping
Prevention and Enforcement
The Louisiana Legislature established the Task Force on Illegal Dumping Prevention and Enforcement through House Concurrent Resolution No. 85 to examine illegal dumping across the state and identify practical ways to prevent it and strengthen enforcement.
A statewide effort
Chaired by an appointee of the Louisiana Department of Environmental Quality (LDEQ) and staffed by the department, the task force brings together representatives of state and local government, law enforcement, community and environmental organizations, and the recycling and waste management industry. Its work is statewide and is not limited to any one parish or region.
Illegal dumping can harm the environment, affect community quality of life and create public health and safety concerns. The task force is charged with studying the extent of the problem and the enforcement tools available to address it. It may recommend solutions and propose legislation where warranted.
The task force is also examining how communities can better understand and apply existing enforcement laws, how agencies can share information about dumping activity, and how municipalities can respond to the different conditions they face.
The Task Force's most recent meeting minutes can be read here.

Reporting deadline: The task force will submit a written report of its findings and recommendations to the designated House and Senate committees ahead of the 2027 Regular Session. Under HCR 85, the task force will conclude its work no later than Feb. 12, 2027.
